Meet the District 1 Staff

Jim Cogan, Chief of Staff

A New Hampshire native and graduate of Wheaton College, Jim began working with District 1 in January 2003 as the Chief of Staff for past District 1 Councilmember Linda J. LeZotte after working for Councilmember Pat Dando for 2 ½ years in Council District 10.  He is now continuing as Chief of Staff for Councilmember Pete Constant and helping the District 1 Representative carry out his goals.  Jim has a great deal of experience working with the development and business communities.  In his spare time he serves on the executive board of the Silicon Valley Crime Stoppers

Wendy Sullivan, Communications & Outreach Director

Wendy has been with the District 1 office since August 2007.  After graduating from the University of California, Los Angeles with a degree in Communication Studies, Wendy worked for IBM’s Microelectronics Division.  She transferred to IBM’s Storage Systems Division (formerly headquartered in south San José) handling internal communications and event planning and then went on to public relations for their hard disk drives unit.  Wendy has also worked as a figure skating coach for the past 14 years and currently teaches at Sharks Ice at San José located downtown.

Rhovylynn Antonio, Legislative and Technology Director

Rhovy graduated from San Jose State University with a B.A. degree in Political Science with concentrations in International Relations, Political Theory, and Public Administration. She began working with the City of San Jose as a student intern with the Office of the City Clerk in January 2005. After graduation, she worked as a Policy Analyst with Council District 4 under the administrations of Mayor Chuck Reed's transition team and Councilmember Kansen Chu.

Rhovy married her high school sweetheart and has a baby girl, Isabella. In her spare time, she enjoys traveling, reading, watching musicals, dining out and exploring different restaurants, and spending time with her family.

Elizabeth Sanford, Policy Director

Elizabeth Sanford joined the District 1 team in September 2009 while completing her Master of Arts Degree in Public Administration from San Jose State University.  She also holds a B.A. in Global Studies from California State University Monterey Bay. Her previous work includes serving as the San Jose field representative for State Senator Abel Maldonado, executive director for a San Jose non-profit organization and later as a public affairs consultant. She served as a paid summer intern in Washington D.C. for the U.S. Department of State. In her spare time, Elizabeth serves as a board member for the Gavilan College Measure E Citizen’s Oversight Committee and as President of the CSU Monterey Bay Alumni Association.

Stephanie Morrison, Research and Community Relations Director

Stephanie is a south bay area native growing up near District 1 in Saratoga. She started working for Councilmember Constant in August 2010 after working for the San Jose Convention & Visitors Bureau (Team San Jose).  Stephanie has a Bachelor’s Degree in Business Marketing from the University of the Pacific. When she is not working, she enjoys spending time with her boyfriend Chris and his daughter Kellie.

  • Responsibilities: Calabazas BMX, Disability Awareness Day, E-Mail Blasts, Festival in the Park, Neighborhood Clean-Ups, Parks Management, Scheduling/Travel, Senior Issues, Office Support.
